002: Reworking

We took time to decide on a few changes to the game. This was done for a better game play experience and to fit new mechanics in more fluidly.
- From Power lines to water pipes.This was done to allow for the new systems. Water pipes also just make more sense to be installed first in a ruined city.
- Added Action point(APs). Originally players just placed cards down at will, now APs are used, more useful tiles cost more.
- Deck is now unlimited. Players no longer have a sett deck to draw from, with cards being drawn dependant on rarity.
- Ending. The game no longer ends when the final tiles are placed, it is now when the certain amount of turns have elapsed.
- City's on the map where originally static but random generation will lead to more varied game.
- Varied terrain tiles. We hope to add another layer of complexity by having certain tile that effect the pipes, e.g a Desert till with sandstorms. The pipes will clog in X number of turns and will need to be replaced.
These are proposed changes and are subject to change.
